I believe it's because Japan lacked a proper classification for Escort Destroyers that Sammy B ended up under the destroyer category despite her different technical specs. Therefore, whilst from the American PoV, Matsus are DEs and Kaibokan are frigates, from the Japanese PoV, Matsus are DDs and the Kaibokans are DEs. However, Japan did not have an official escort destroyer classification, and the Matsus were just known as a subtype of fleet destroyer, the Type-D (A being the Kagero&Yuugumo superclass, B being the Akizuki superclass, C being Shimakaze). See, the closest to US escort destroyers that we have in Japan would not be the kaibokan, but actually the Matsu class and its subclass Tachibana. That said, them being informally called DE is not officially wrong because they're japanese vessels. Considering their role and overall technical stats, Shimushu and the Kaibokan (erotofu and the likes) would most likely fall in the same categories as Ashville and Tacoma-class, which were classified as frigates - to be exact, "patrol frigates". If you'll allow me - no, the USN would not have called them escort ships.
